When Ugandans talk about AI, the conversation usually turns to ChatGPT, Gemini or Meta AI. But the AI story most likely to reach your wallet first has nothing to do with chatbots. It is about the memory chips inside your next phone.

The $40 phone plan is running into a cost problem

In March 2026, at Mobile World Congress in Barcelona, the GSMA and the “G6” group of African operators (Airtel, MTN, Orange, Vodacom, Axian Telecom and Ethio Telecom) announced pilots of entry-level 4G smartphones targeted at $30 to $40. Uganda is one of six pilot countries, alongside the DRC, Ethiopia, Nigeria, Rwanda and Tanzania. The logic is simple: cheaper handsets should put more people online.

The need is real. In sub-Saharan Africa, an entry-level smartphone can cost about 26% of monthly GDP per capita, compared with an average of 16% across low- and middle-income countries.

The problem is the price of parts. Memory used to make up roughly 10% to 15% of a phone’s bill of materials. Analysts cited by Rest of World now put that share at 30% to 40%. According to Mobile World Live’s report on the GSMA’s State of Mobile Internet Connectivity 2026, memory prices more than doubled between the third quarter of 2025 and the first quarter of 2026, then rose a further 80% to 90% in the second quarter of 2026.

The GSMA expects the “largest annual decline on record” in global smartphone shipments, driven by a collapse in the sub-$100 segment, with emerging markets hit hardest. Omdia expects smartphone shipments to Africa to fall 22% in 2026, with low-priced devices hit hardest by component inflation. A Counterpoint Research analyst told TechCrunch that a $30 to $40 phone might have been feasible when memory was much cheaper.

We could not find a $40 phone on sale in Uganda at the time of writing. If you see one, check the specifications carefully before buying.

Why AI demand affects phone prices

Every phone needs memory chips: RAM to run apps and storage for photos and files. AI data centres need the same family of components, in enormous quantities. When that demand surges, phone makers compete for whatever supply is left, and costs rise.

    Manufacturers then have three options:

    1. Raise prices.
    2. Cut specs, such as less RAM or storage at the same price.
    3. Accept thinner margins, which budget brands can least afford.

In a market like Uganda, where most buyers shop at the lower end, this squeeze is felt first.

What it means for Ugandan buyers

    • Budget phones may get weaker, not just pricier. Expect less storage and RAM at the same price, or some models disappearing.
    • The steady fall in entry-level prices may stall. The easy year-on-year drops of recent years could slow or reverse.
    • Waiting is no longer a guaranteed saving. If you need a phone in the next few months, a long wait could cost you more.
    • Taxes add to the problem. The GSMA has urged governments to remove taxes on entry-level phones under $100, noting that VAT and import duties can add more than 30% to device prices in some countries.

This is a global trend landing in a price-sensitive market. Nobody can say exactly how prices will move, so treat it as a reason to shop carefully, not to panic.

What phones cost in Uganda right now

The prices below come from Jumia Uganda listings. Listings change often, so confirm before you buy. They show the spread between entry-level and mid-range phones, and why RAM and storage matter more than ever.

    PhoneRAM / StoragePrice (UGX)Notes
    redbeat D54GB / 64GB252,405Budget brand, 6.52″ HD screen
    Samsung Galaxy A084GB / 64GB578,0006.7″ display, 5,000mAh battery, 24-month warranty
Samsung Galaxy A176GB / 128GB850,0006.7″ Super AMOLED, 50MP triple camera
    Nothing Phone (2a)12GB / 256GB1,400,000Previous-generation mid-ranger

What the table tells you: in this sample, moving from a 4GB/64GB phone to a 6GB/128GB phone costs roughly UGX 270,000 to 600,000 more. That extra RAM and storage is often what keeps a phone usable for three years instead of one. If your budget can stretch, you are buying time.

7 ways to buy smart right now

    1. Match the phone to your actual use. For WhatsApp, calls, mobile money and browsing, a basic 4G handset is enough. Pay more only if you edit video, game heavily or run many apps at once.
    2. Prioritise RAM and storage over camera megapixels. A phone that fills up in three months will frustrate you far more than a slightly weaker camera.
    3. Compare at least three sellers. Check Jiji, Jumia Uganda and shops in Kampala before paying. The same model can vary widely in price.
    4. Consider a refurbished or previous-generation model. A one-year-old mid-ranger often beats a new budget phone on specs.
    5. Check the IMEI before you pay. Dial *#06# and confirm the number matches the box and the phone’s settings. Be wary of fakes and clones at suspiciously low prices.
    6. Ask about warranty and repairs. A cheap phone with no warranty can cost more over time.
    7. Do the full maths on instalments. Add up the total cost, not just the monthly figure.

    If your budget is tight

    • Look at mid-range models from a year ago that have dropped in price.
    • Ask whether your network offers data-and-handset bundles, and read the terms.
    • If you can, save for two to three months while watching prices, so you do not wait straight into an increase.

    What to watch next

Watch whether the $40 phone pilots change their price target or specifications, whether major brands announce East African price changes, and whether memory supply eases as manufacturers add capacity. We will update this post as the picture develops.

    Frequently asked questions

Will smartphone prices in Uganda go up because of AI?

Possibly. Higher memory costs raise manufacturing costs, and budget phones feel it first. The GSMA has warned that rising component costs risk making mobile internet less affordable in low- and middle-income countries.

Should I buy a phone now or wait?

If your current phone works, you can afford to watch prices. If you need one soon, buying a good-value model now is safer than betting on a drop.

Which spec matters most on a budget?

RAM and storage. They largely decide how long a phone stays usable.
